Rwandan Diaspora in USA Welcomes New Leadership as Herbert Diego Succeeds Yehoyada Mbangukira

WASHINGTON, D.C. — The United States Rwandan Community Abroad (USRCA) has announced a peaceful and orderly leadership transition, marking a new chapter in strengthening unity, patriotism, institutional accountability and community development among Rwandans living across the United States.

The transition, effective October 31, 2026, brings Herbert M. Diego into office as the new USRCA President, succeeding Yehoyada Mbangukira, who led the organisation for the past three years.

In a joint leadership transition statement endorsed by both administrations, the outgoing and incoming teams expressed their shared commitment to institutional continuity, transparent governance and stronger collaboration among the organisation’s 33 constituent Rwandan Community Associations (RCAs).

The transition reflects a collective determination to preserve the achievements of previous leadership while introducing new opportunities for community participation, youth empowerment and sustainable diaspora development.

Honouring Three Years of Leadership, Sacrifice and Patriotism

The outgoing administration, led by President Yehoyada Mbangukira, received recognition for its dedication to strengthening community relationships, promoting Rwandan cultural identity and encouraging patriotic engagement among Rwandans living in the United States.

Over the past three years, the administration worked alongside community leaders, volunteers, families and development partners to advance cultural activities, national commemorations and initiatives connecting the diaspora with Rwanda’s development priorities.

The joint statement acknowledges these contributions while emphasising that the organisation’s mission extends beyond any individual administration.

Both leadership teams recognised the importance of preserving institutional experience and maintaining constructive relationships between former and current leaders.

Among the initiatives outlined is a proposed Legacy Leadership Council, intended to preserve institutional knowledge and provide guidance to future administrations, subject to the organisation’s governing procedures and approval.

The proposal reflects an effort to ensure that leadership transitions strengthen institutional memory rather than interrupt community progress.

President Herbert Diego Sets Priorities for a Stronger Diaspora

Incoming President Herbert M. Diego and his leadership team are expected to prioritise institutional renewal, community engagement and improved coordination across all 33 Rwandan Community Associations.

The new administration’s agenda includes strengthening communication between national and local leadership, improving financial sustainability, enhancing governance and accountability, and expanding opportunities for young professionals and emerging community leaders.

Additional priorities include supporting families, promoting entrepreneurship, encouraging professional networking and facilitating knowledge transfer between diaspora communities and Rwanda.

A central component of the transition is a 90-day community engagement initiative encouraging each association to organise listening sessions, develop practical activity calendars and strengthen membership outreach.

The initiative seeks to create a more inclusive organisation in which established members, newcomers, women, young people and professionals can contribute their knowledge and experience.

The joint statement captures this commitment through a shared call to action:

“Each member, reach one; each leader, develop another.”

The message highlights the importance of collective responsibility, mentorship and active participation in building a stronger diaspora organisation.

A Commitment to Transparency and Institutional Continuity

Beyond the ceremonial transfer of leadership, both administrations have established a framework for documenting responsibilities, organisational records and outstanding commitments.

Outgoing officers and commissioners are expected to provide their incoming counterparts with portfolio reports covering accomplishments, ongoing programmes, institutional contacts, financial information and pending decisions.

The transition framework also provides for the secure transfer and verification of organizational assets, administrative platforms, governance records and relevant legal documentation .

Both administrations have also pledged to uphold applicable bylaws, fair representation, transparent communication and constructive engagement across the diaspora.

Strengthening Rwanda–U.S. Community Connections

The leadership transition comes as Rwandan diaspora organisations continue to play an important role in preserving cultural identity, strengthening community solidarity and maintaining connections between Rwanda and the United States.

Through cultural programmes, national commemorations, professional exchanges and community development initiatives, diaspora associations provide opportunities for Rwandans abroad to remain connected to their heritage while contributing to their communities in the United States.

The incoming administration’s emphasis on youth participation, entrepreneurship and knowledge sharing offers opportunities to deepen these connections and encourage greater involvement from younger generations.

For USRCA, the transition represents more than a change in leadership. It provides an opportunity to strengthen cooperation among its 33 associations, preserve the contributions of previous administrations and establish a sustainable foundation for future generations.

As President Yehoyada Mbangukira and his outgoing team conclude their service, President Herbert Diego and the incoming administration assume responsibility for advancing a shared institutional mission.

The joint commitment to unity, continuity and accountability establishes a framework for cooperation between both leadership teams.

With a renewed focus on patriotism, community service and collective progress, USRCA enters its next chapter with an opportunity to build upon its existing foundation and strengthen the voice of Rwandans across the United States.
