Zimbabwe to Roll Out 35,000 Tractors in Major Rural Agricultural Overhaul

Harare — In a sweeping move to overhaul its agricultural sector, the Zimbabwean government is set to distribute 35,000 tractors nationwide as part of an ambitious plan to equip every village with mechanised farming equipment. The program, which aims to transition rural communities from traditional hoe-and-plough methods to market-oriented production, is expected to be officially launched by President Emmerson Mnangagwa within the next two months .

The initiative falls under the National Development Strategy 2 (NDS2) and seeks to transform subsistence farming into commercially viable Village Business Units (VBUs), creating jobs and boosting household incomes at the grassroots level .

Modernising the Agricultural Sector

Agriculture, Mechanisation, Water and Rural Resettlement Minister Anxious Masuka announced the program at the Zimbabwe Industrialisation Conference and Expo (ZICE 2026), emphasising the need to move beyond traditional farming methods that have dominated for over a century .

"We have to move with times and look at agricultural mechanisation in our villages," said Minister Masuka. "The President, in the next two months, will be launching a mechanisation programme for 35,000 villages, so that each village, in our view, must have a tractor suitable for their circumstances" .

Significant Growth in Tractor Fleet

The government has already made considerable progress in expanding the national tractor fleet. According to Minister Masuka, the tractor count has more than doubled from 7,500 in 2017 to 17,800 currently, with an additional 5,000 tractors expected to arrive soon through partnerships with 11 dealers .

Local Manufacturing Opportunities

Beyond distribution, the government is actively pursuing localisation of tractor assembly and manufacturing. Minister Masuka revealed that Zimbabwe has visited two countries to explore opportunities for establishing assembly plants, creating potential business opportunities for innovative local enterprises .

"I expect that innovative businesses will see a business opportunity in establishing an assembling plant for tractors, but also to go further to begin to manufacture them," he stated .

Village Business Units: The Engine of Rural Transformation

The tractor program directly supports the government's VBU initiative, which aims to transform rural agriculture into profitable commercial enterprises . These community-based agricultural ventures are registered as commercial entities under the Companies and Other Business Entities Act, enabling beneficiaries to access credit and operate professionally .

Each VBU features solar-powered irrigation systems, horticulture gardens, and fish ponds, allowing year-round production even in drought-prone areas . The Agricultural and Rural Development Authority (Arda) oversees business management aspects, while the Agricultural Marketing Authority connects farmers to markets .

Success stories are already emerging. In Chivi District, 151 VBUs have been established, with communities now able to produce crops throughout the year despite historically erratic rainfall patterns . The first VBU at Sekusile-Makorokoro in Matabeleland South has attracted youth who had previously emigrated to neighbouring countries for employment .

Economic Impact and Youth Participation

The agricultural sector has shown remarkable growth, surpassing its US$8.2 billion target to reach US$10.3 billion despite severe drought challenges, according to President Mnangagwa's foreword in the Agriculture Food Systems and Rural Transformation Strategy 2 .

The government is also prioritising youth participation, with a policy requiring that 20% of available land be allocated to young people. Minister Masuka noted that Zimbabwe's agro-based economy must lift citizens out of poverty as the country progresses toward Vision 2030, which aims to achieve an upper-middle-income economy .

The Agriculture Food Systems and Rural Transformation Strategy 2 (2026-2030) has adopted a value chain approach focusing on 35 crop, livestock, and fisheries value chains to drive industrialisation and rural development .

With the forthcoming tractor distribution and continued VBU expansion, Zimbabwe is positioning its agricultural sector as the cornerstone of economic transformation, aiming to ensure food security while creating sustainable rural livelihoods.
