Washington DC – Rwandan peacekeepers serving under the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) received a leadership visit aimed at strengthening operational readiness, professionalism, and commitment to the mission’s objectives. Brigadier General Franco Rutagengwa, Commander of the Joint Task Force-Bangui (JTFB) and the senior representative of Rwandan forces deployed in the Central African Republic, visited the Rwanda Battle Group VIII and the Rwanda Level 2+ Hospital (RWAMED XI), both stationed in MINUSCA’s North East Sector. The visit formed part of ongoing efforts to engage deployed personnel, assess operational activities, and reinforce the standards expected of Rwandan contingents serving in international peace support operations.
Upon his arrival, Brigadier General Rutagengwa was welcomed by the Contingent Commander, Colonel Dr. Mukwesi Christian, together with Lieutenant Colonel David Ngabonziza and other senior officers. The visit provided an opportunity for the leadership to interact directly with military personnel and medical teams, acknowledge their contribution to peacekeeping efforts, and discuss the responsibilities associated with representing Rwanda in a multinational mission operating under the United Nations mandate.
During his engagements with the troops, Brigadier General Rutagengwa emphasized the importance of maintaining the highest levels of discipline, professionalism, and integrity while carrying out daily responsibilities. He reminded personnel that adherence to the core values of the Rwanda Defence Force remains fundamental to the success of every deployment and continues to shape the reputation that Rwandan peacekeepers have earned through years of service in international missions. He also stressed the need for strict compliance with MINUSCA’s Standard Operating Procedures, noting that consistent observance of operational guidelines is essential for ensuring mission effectiveness, safeguarding personnel, and protecting civilian populations.
The commander underscored that disciplined conduct and professional performance are indispensable elements in fulfilling MINUSCA’s mandate of promoting peace, supporting stability, and helping create a secure environment for communities affected by conflict in the Central African Republic. He encouraged all deployed personnel to remain focused on their duties, work closely with international partners, and continue demonstrating the dedication and resilience expected of members of the Rwanda Defence Force.
The Rwanda Battle Group VIII and RWAMED XI play important roles within the United Nations mission by contributing both security and specialized medical support. While the battle group participates in peacekeeping operations designed to enhance stability and civilian protection, the Level 2+ Hospital provides advanced medical care to peacekeepers and supports the overall health capabilities of the mission. Their combined efforts contribute significantly to MINUSCA’s operational capacity and humanitarian objectives.
Rwanda has established a longstanding reputation as one of the world’s leading contributors to United Nations peacekeeping operations, deploying military personnel, police officers, and specialized medical teams to missions across Africa and beyond. Through continued investment in professional training, operational discipline, and adherence to international peacekeeping standards, the Rwanda Defence Force has earned recognition for its commitment to protecting civilians, supporting conflict-affected communities, and advancing international peace and security. Brigadier General Rutagengwa’s visit reaffirmed Rwanda’s commitment to maintaining these high standards while encouraging deployed personnel to continue serving with honor, accountability, and dedication throughout their mission in the Central African Republic.
