Goma – The AFC/M23 coalition has presented a renewed political message centered on the concept of “Ordo ab Chao,” a Latin expression meaning “Order from Chaos,” as it outlined its vision for the future of the Democratic Republic of Congo amid ongoing political and security tensions. In a statement addressing the Congolese people, regional mediators, and international partners, the movement argued that the country is facing a period of profound political, institutional, security, and humanitarian challenges and called for what it described as a comprehensive national renewal based on justice, accountability, and unity.
The statement was issued in response to remarks made by President Félix Tshisekedi during a visit to Houston, Texas, in the United States. AFC/M23 contended that the comments represented a departure from the spirit of dialogue and restraint that has been encouraged through ongoing peace efforts, including initiatives associated with the Doha process. The movement expressed concern that public rhetoric which it believes deepens divisions among Congolese citizens could undermine efforts aimed at reducing tensions and advancing reconciliation. According to AFC/M23, lasting peace can only be achieved through inclusive dialogue, mutual respect among communities, and a commitment to addressing the root causes of conflict that have affected various regions of the country for many years.
Presenting its vision for the future, AFC/M23 argued that the Democratic Republic of Congo requires a new national order founded on equal citizenship, the rule of law, institutional accountability, and respect for fundamental rights. The movement stated that the country’s diversity should be viewed as a source of strength and national enrichment rather than a basis for exclusion or political division. It emphasized the importance of building a state where all citizens, regardless of their background or region of origin, can participate fully in national life and enjoy equal protection under the law.
AFC/M23 further maintained that restoring confidence in public institutions will require reforms aimed at strengthening transparency, responsibility, and service to the public interest. The coalition argued that effective governance should be guided by legality and accountability, with institutions operating for the benefit of all citizens rather than particular political interests. In its view, the establishment of a stronger and more inclusive state framework would contribute to stability, economic development, and social cohesion across the country.
The movement also reiterated its commitment to what it described as the protection of civilian populations, stressing the importance of safeguarding lives, property, and human dignity without discrimination. AFC/M23 stated that its objective remains the creation of conditions that would allow communities to live in security while promoting reconciliation and national healing. It emphasized that peace and stability can only be sustained when citizens have confidence that their rights and freedoms are protected and that public authorities act in accordance with the law.
Framing its message around the theme of “Ordo ab Chao,” AFC/M23 presented the concept as a call for transformation and reconstruction in the face of the difficulties confronting the nation. The coalition argued that the Democratic Republic of Congo has the potential to emerge stronger through reforms that prioritize justice, peace, and national unity. It called for a future in which the authority of law prevails over the use of force, institutions serve the common good, and citizens share a renewed sense of belonging within a republic committed to equality and mutual respect.
As diplomatic efforts and peace initiatives continue to seek a resolution to the country’s longstanding challenges, AFC/M23 stated that its vision remains focused on rebuilding confidence among citizens, strengthening national institutions, and fostering a shared future grounded in stability, reconciliation, and inclusive development. The movement concluded by expressing hope that the Congolese people can ultimately achieve a future marked by justice, peace, and unity, where all communities contribute to the rebuilding of a stronger and more prosperous nation.
