The Ukraine Recovery Conference (URC 2026) is taking place in Gdańsk, Poland, on 25–26 June 2026, co-hosted by Poland and Ukraine. The conference brings together governments, international financial institutions, businesses, and civil society organizations to mobilize investment and support for Ukraine’s reconstruction amid the ongoing consequences of Russia’s invasion. The event focuses particularly on energy, infrastructure, logistics, and economic recovery.
Polish Prime Minister Donald Tusk has described the conference as a major opportunity for economic cooperation and reconstruction planning. Organizers expect discussions to generate significant investment commitments and strengthen partnerships between Ukraine and its international allies. The forum is also intended to facilitate long-term economic transformation and private-sector participation in rebuilding efforts.
Key Priorities and International Support
A distinctive feature of URC 2026 is its emphasis on security as a prerequisite for reconstruction. Poland has proposed a new security and defense dimension, arguing that sustainable recovery requires stronger protection of Ukrainian infrastructure and institutions. Conference organizers say the gathering is designed to attract both public and private capital to accelerate reconstruction projects and support Ukrainian businesses.
Ukrainian Prime Minister Yulia Svyrydenko is leading the Ukrainian delegation. Announcing her mission, she stated: “Our delegation has a clear mission: to secure concrete agreements” that will strengthen Ukraine’s resilience, defense capabilities, and economic cooperation with international partners. Ukraine is expected to sign agreements related to energy infrastructure and recovery projects during the conference.
The conference follows the previous Ukraine Recovery Conference held in Rome on 10–11 July 2025, where participants committed more than €10 billion toward Ukraine’s rebuilding efforts. During that event, European Commission President Ursula von der Leyen said: “The EU reaffirms its role as Ukraine’s strongest partner,” while announcing a package of agreements worth €2.3 billion intended to unlock up to €10 billion in investments.
URC 2026 is taking place against a backdrop of diplomatic tensions between Warsaw and Kyiv. Ukrainian President Volodymyr Zelenskyy decided not to attend the conference, opting instead to send Prime Minister Svyrydenko. Despite the political disagreements, both governments have emphasized the importance of maintaining cooperation on reconstruction and economic development.
As Ukraine’s reconstruction needs are estimated in the hundreds of billions of dollars, the Gdańsk conference is expected to serve as one of the most important international platforms for coordinating financial assistance, investment, and long-term recovery strategies. The outcomes of the two-day gathering will likely shape reconstruction priorities and international support for years to come.
