Rwanda and Jordan have signed a cooperation agreement aimed at strengthening collaboration in digital public services, governance, knowledge sharing and innovation.

The agreement was signed on September 23, 2026, in New York by Rwanda’s Minister of ICT and Innovation, Paula Ingabire, and Jordan’s Minister of Digital Economy and Entrepreneurship, Sami Smeirat.

The deal is expected to create opportunities for the two countries to exchange expertise and collaborate on the development of technology driven government services.

Jordan brings experience in integrating multiple digital services through a single platform, including its Super App, which brings together services such as payments, shopping, transportation, food delivery and government services.

Minister Ingabire said discussions between the two sides focused on knowledge exchange, institutional cooperation and establishing practical ways to turn the agreement into concrete initiatives.

“The two sides discussed opportunities for knowledge sharing, cooperation between institutions and exchanges, so that the cooperation agreement can translate into concrete actions,” Ingabire said.

Under the partnership, Jordan is expected to share its experience with Rwanda in developing platforms that bring different digital services together in one place.

The agreement comes as Rwanda continues to invest in digital transformation, with the government seeking to expand technology based services and make public services more accessible to citizens.

Rwanda Highlights Growing AI Ambitions

During her visit to New York, Minister Ingabire also participated in a meeting organized by Anthropic, the company behind the Claude artificial intelligence platform.

The meeting brought together government representatives, development organizations, humanitarian actors and technology partners to discuss the use of artificial intelligence in areas including healthcare, education, research and humanitarian services.

Discussions also focused on capacity building and digital infrastructure needed to support the responsible expansion of AI.

Ingabire said Rwanda has already launched more than 30 AI applications across different sectors, highlighting the growing opportunities for artificial intelligence in Africa.

She also participated in a meeting organized by the United Nations Development Programme (UNDP) and a UN technology focused agency, where participants discussed digital infrastructure and its role in supporting inclusive development.

Topics included digital identity, digital payments, data sharing and regulatory frameworks governing the use of digital infrastructure.

Ingabire shared Rwanda’s progress in developing digital identity systems and expanding digital payment solutions as the country continues its efforts to build a technology driven economy.
