The Governments of Rwanda and Israel have signed a series of cooperation agreements aimed at strengthening collaboration in basic education, digital literacy and technology, higher education, and scientific research, marking another important milestone in the growing partnership between the two nations. The agreements were signed in Jerusalem on July 6, 2026, with Rwanda represented by the Minister of Foreign Affairs and International Cooperation, Ambassador Olivier Nduhungirehe, and Israel represented by its Minister of Foreign Affairs, Gideon Moshe Sa’ar. The new accords are expected to expand cooperation in key sectors that support innovation, knowledge sharing, research, and sustainable development while creating new opportunities for educational and technological advancement.
In addition to formalizing the agreements, leaders from both countries held high-level discussions on a range of bilateral and international issues. They reaffirmed their commitment to expanding cooperation in development, innovation, and education, emphasizing the importance of strengthening institutional partnerships and promoting the exchange of expertise that can contribute to economic growth and improved opportunities for citizens in both countries. The agreements are intended to encourage closer collaboration between government institutions, universities, research organizations, and technology sectors while fostering academic exchanges and innovation-driven partnerships.
The meeting also addressed regional and global security matters. Among the key topics discussed were Israel’s current security challenges and the United States-brokered peace agreement between Rwanda and the Democratic Republic of the Congo. Both sides emphasized the importance of implementing the peace agreement and expressed the view that lasting peace, regional stability, and constructive diplomatic engagement are essential for promoting sustainable development, attracting investment, and improving security across the Great Lakes region.
The strengthened partnership reflects Rwanda’s continued commitment to expanding international cooperation through strategic relationships that support education, technology, innovation, healthcare, agriculture, and economic transformation. Israel, recognized globally for its achievements in scientific research, technological innovation, and entrepreneurship, continues to engage with international partners through initiatives that encourage knowledge transfer, research collaboration, and capacity building. The newly signed agreements are expected to create additional opportunities for students, researchers, educators, and innovators from both countries while strengthening cooperation in science, digital transformation, and higher education.
During their discussions, the leaders also reflected on the shared experiences that have shaped both nations.
