Rwanda and the European Union have signed a financing agreement valued at €40 million (approximately RWF 67 billion) to accelerate the modernization of Rwanda’s agricultural sector while promoting sustainable and climate-resilient development. The funding will support the implementation of the HANGARIBIHE Programme, an initiative designed to enhance climate-smart farming practices, improve irrigation systems, promote sustainable land management, and strengthen the country’s ability to adapt to the impacts of climate change. The agreement reflects the shared commitment of Rwanda and the European Union to advancing food security, environmental sustainability, and inclusive economic growth through long-term investment in agriculture.
Officials described the partnership as an important step toward building a more productive and resilient agricultural sector capable of supporting rural livelihoods and national development. In announcing the agreement, Rwanda’s Ministry of Finance and Economic Planning stated that the investment will contribute to transforming agriculture into a modern, inclusive, and climate-resilient sector. The European Union has consistently emphasized that cooperation with Rwanda aims to promote sustainable development, strengthen resilience to climate change, and improve opportunities for communities across the country. A farmer welcomed the initiative, saying, “Support for modern farming and irrigation can help us increase production while preparing for changing weather conditions.” The agreement underscores the continued cooperation between Rwanda and the European Union in advancing sustainable development and climate adaptation initiatives.
