KIGALI, Rwanda — President Kagame received Senegal’s Minister of African Integration, Foreign Affairs and Senegalese Abroad, Cheikh Niang, at Urugwiro Village on October 8, following bilateral meetings aimed at expanding diplomatic cooperation, trade and investment between the two countries. The presidential audience came after Rwanda and Senegal held their inaugural Joint Permanent Commission for Cooperation in Kigali.
Building on Bilateral Relations
According to the Rwandan Presidency’s announcement, President Kagame and Niang discussed opportunities to deepen an established partnership. The Presidency described the purpose of their discussions as finding ways to “further strengthen the existing fruitful bilateral relations between Rwanda and Senegal.”
The meeting followed the signing of bilateral agreements and memoranda of understanding during the commission’s inaugural session. Rwanda’s embassy in Senegal confirmed that the commission convened on October 6–7, establishing a formal setting for the two governments to advance their cooperation.
Trade and Investment Priorities
The diplomatic engagements also included the Rwanda–Senegal Business Forum, which placed commercial cooperation alongside the government discussions. In its announcement, the Presidency said the forum was “aimed at enhancing trade and investment ties between the two countries.”
Together, the commission, business forum and presidential meeting placed institutional cooperation and economic engagement at the centre of the bilateral agenda. The Presidency’s account identified stronger relations and expanded trade and investment as the objectives of the visit, without announcing specific investment commitments or implementation deadlines.
