Brigadier General Ronald Rwivanga has officially begun his new role as the Head of the Eastern Africa Standby Force (EASF), a regional peacekeeping force tasked with rapid response to conflicts and humanitarian crises across Eastern Africa.
He replaces Kenyan Brigadier General Paul Kahuria Njema, who has completed his three-year mandate at the helm of the force.
Transition of leadership in regional security body
Brig Gen Rwivanga, who previously served as the spokesperson of the Rwanda Defence Force since 2020, now takes over leadership of one of the African Union ,aligned standby arrangements designed to enhance regional peace and security.
The handover marks a continued rotation of leadership among member states, reflecting the cooperative structure of the EASF.
What is EASF?
The Eastern Africa Standby Force is a multi-national regional security mechanism composed of military, police, and civilian components drawn from 10 countries in Eastern Africa.
Its primary mandate is to provide rapid deployment capabilities in response to conflict situations, humanitarian emergencies, and threats to civilian populations.
The force is designed to deploy within a short time frame often within 14 days after authorization, making it one of Africa’s key standby peacekeeping arrangements.
Regional peacekeeping and rapid response role
EASF operates under the broader framework of the African Peace and Security Architecture, supporting peace enforcement, conflict prevention, and post-conflict stabilization missions.
Its personnel are drawn from member states including military and police contingents, enabling flexible responses ranging from monitoring ceasefires to protecting civilians in conflict zones.
Experience of the new chairperson
Brig Gen Rwivanga brings extensive experience in military communication and leadership within the Rwanda Defence Force. As former spokesperson, he played a key role in coordinating public communication on defense matters and national security operations.
His appointment is expected to strengthen coordination, strategic communication, and operational readiness within the regional force.
Importance of the transition
The leadership change comes at a time when the Eastern Africa region continues to face security challenges, including armed conflicts, political instability in some member states, and humanitarian crises.
Analysts say strong leadership within standby forces like EASF is crucial to ensuring timely intervention and effective coordination among contributing countries.
Looking ahead
As he assumes office, Brig Gen Rwivanga is expected to oversee continued reforms aimed at improving rapid deployment capabilities, interoperability among member states, and readiness for peace support operations.
The transition reinforces the commitment of EASF member states to regional stability and collective security cooperation across Eastern Africa.
