Rwanda’s Mary Baine Appointed Executive Secretary of African Tax Administration Forum
The African Tax Administration Forum (ATAF) has announced the appointment of Mary Baine, the former Commissioner General of the Rwanda Revenue Authority (RRA), as its new Executive Secretary. Baine will officially assume the role on July 1, 2025, succeeding Logan Wort, who has held the position since the organization’s inception in 2009.
In her new capacity, Baine will lead ATAF’s efforts to strengthen tax systems across Africa and enhance domestic resource mobilization, a crucial pillar for sustainable economic growth on the continent.
A Legacy of Leadership in Public Finance
Baine’s appointment has been met with praise from ATAF officials, with the organization highlighting her extensive experience and commitment to African-led development.
“Her remarkable career has been defined by a passion for African-led development and her tireless efforts to strengthen domestic resource mobilization as a foundation for sustainable growth,” ATAF stated in an official announcement.
Before stepping into her new role, Baine served as the Deputy Executive Secretary of ATAF, where she played a pivotal role in shaping strategic development initiatives. She has also held high-ranking positions in the Rwandan government, including serving as Permanent Secretary in the Ministry of Foreign Affairs.
ATAF Chairperson Edward Kieswetter lauded Baine’s appointment, emphasizing that her vast experience in public service positions her well to lead the organization into its next chapter.
“Ms. Baine’s appointment marks a new and exciting chapter in ATAF’s journey. Her extensive expertise, demonstrated leadership, and unwavering dedication to the Forum’s mission uniquely position her to lead ATAF in the next phase of its journey,” Kieswetter remarked.
Kieswetter also took the opportunity to express gratitude to Logan Wort for his exceptional leadership over the past 15 years, during which ATAF evolved into a respected continental institution, playing a major role in tax policy development, capacity-building, and international tax cooperation.
“Wort leaves a legacy of excellence, integrity, and impact. As we welcome Ms. Baine into this new role, we look forward to building on this strong foundation and accelerating progress toward a more equitable and prosperous Africa,” Kieswetter added.
ATAF serves as an essential platform for enhancing tax systems across Africa, fostering cooperation among tax administrations, and advocating for policy improvements at both regional and global levels.
With Baine at the helm, the Forum is expected to continue advancing tax policy discussions, strengthening institutional capacity, and promoting tax reforms aimed at boosting revenue generation across African economies.
