India: Massacre in Kashmir, 26 Tourists Killed in Pahalgam Terror Attack

On April 22, 2025, a devastating terrorist attack unfolded in the Baisaran Valley near Pahalgam, Jammu and Kashmir, India, resulting in the deaths of 26 tourists and injuries to over 20 others. The assailants, identified as seven militants affiliated with The Resistance Front—a proxy of the Pakistan-based Lashkar-e-Taiba and Hizbul Mujahideen—targeted the popular tourist destination, often referred to as “mini Switzerland,” during the early afternoon hours. 

The Attack

Eyewitness accounts describe the attackers, dressed in military-style uniforms, emerging from nearby forests and indiscriminately opening fire on tourists who were picnicking, taking pony rides, or enjoying the scenic meadow. Survivors reported that the gunmen demanded victims recite Islamic verses, sparing those who complied and targeting others. One local Kashmiri Shia Muslim, Syed Adil Hussain Shah, attempted to intervene and was killed in the process.

Immediate Response

Indian Prime Minister Narendra Modi cut short his official visit to Saudi Arabia to address the crisis, condemning the attack and vowing that those responsible would be brought to justice. Union Home Minister Amit Shah traveled to Srinagar to oversee the security response, while Finance Minister Nirmala Sitharaman returned early from her international engagements. Security forces launched a large-scale manhunt for the perpetrators, and a helpline was established to assist affected tourists. 

Diplomatic Fallout

In the wake of the attack, India took significant retaliatory measures against Pakistan, accusing it of supporting cross-border terrorism. Actions included suspending the Indus Waters Treaty, closing the Attari-Wagah border crossing, canceling visas under the SAARC Visa Exemption Scheme, and expelling Pakistani diplomats. Pakistan has denied any involvement in the attack.

Global Condemnation

The international community widely condemned the attack. Leaders from countries including the United States, United Kingdom, Russia, China, and Saudi Arabia expressed their condolences and solidarity with India. UN Secretary-General António Guterres also denounced the violence, emphasizing that attacks on civilians are unacceptable under any circumstances.

Impact on Tourism

The attack has severely impacted tourism in the region, which had been experiencing a resurgence. The incident prompted mass panic, flight cancellations, and a rapid exodus of tourists. Local businesses dependent on tourism are facing significant economic challenges as a result.
