KIGALI, Rwanda — Rwanda and Morocco have strengthened their bilateral cooperation in healthcare and social inclusion following the signing of a new partnership agreement between the Imbuto Foundation and the Lalla Asmaa Foundation, alongside the inauguration of a specialized hearing diagnostic and rehabilitation facility in Kigali.

The landmark initiative was marked by the participation of Rwanda’s First Lady, Jeannette Kagame, and Her Royal Highness Princess Lalla Asmaa of Morocco, President of the Lalla Asmaa Foundation, underscoring a shared commitment to expanding access to specialized medical services and improving opportunities for people with hearing impairments.

The two distinguished leaders presided over the inauguration of the Auditory Diagnostic and Rehabilitation Center at Kanombe Military Hospital on Monday, October 26, 2026.

The new facility represents an important development in Rwanda’s efforts to strengthen specialized healthcare infrastructure while advancing international partnerships focused on disability inclusion, rehabilitation, and equitable access to medical services.

A Strategic Partnership for Inclusive Healthcare

During their meeting in Kigali, First Lady Jeannette Kagame welcomed Princess Lalla Asmaa for discussions centered on healthcare cooperation, education, rehabilitation, and the social inclusion of individuals who are deaf or hard of hearing.

Representatives of the Imbuto Foundation and the Lalla Asmaa Foundation presented their respective programs before formalizing their collaboration through a memorandum of understanding.

The agreement establishes a framework for strengthening institutional cooperation in auditory healthcare, rehabilitation services, educational opportunities, and initiatives supporting people with hearing disabilities.

The partnership brings together two organizations with established commitments to improving human welfare and expanding opportunities for vulnerable populations.

The Imbuto Foundation, founded by First Lady Jeannette Kagame, has played a significant role in advancing health, education, and youth empowerment initiatives in Rwanda.

Meanwhile, Morocco’s Lalla Asmaa Foundation has developed specialized programs supporting children and individuals with hearing impairments, particularly through education, rehabilitation, and social integration.

Their cooperation offers an opportunity to exchange professional expertise, strengthen institutional capacity, and advance sustainable healthcare interventions.

Kanombe Military Hospital Expands Specialized Medical Services

A central highlight of the visit was the inauguration of the Auditory Diagnostic and Rehabilitation Center at Kanombe Military Hospital.

The center is dedicated to screening, diagnosing, and managing hearing disorders, providing a specialized healthcare setting for individuals requiring auditory assessment and rehabilitation.

The establishment of the facility is particularly significant because hearing impairments can affect communication, educational achievement, employment opportunities, and overall quality of life.

Early identification and appropriate intervention are essential components of effective hearing healthcare, particularly for children whose language development and educational progress may be affected by untreated hearing difficulties.

For adults and older individuals, access to specialized auditory services can contribute to improved communication, independence, and participation in community life.

The new center is expected to strengthen Rwanda’s capacity to provide specialized hearing-related services and support broader national efforts to improve healthcare accessibility.

The inauguration also reflects the importance of integrating diagnostic services with rehabilitation and educational support rather than addressing hearing impairment exclusively as a medical condition.

First Lady Jeannette Kagame and Princess Lalla Asmaa Champion Disability Inclusion

The participation of First Lady Jeannette Kagame and Princess Lalla Asmaa places disability inclusion at the center of the expanding cooperation between Rwanda and Morocco.

Both foundations recognize that meaningful inclusion requires more than access to medical treatment. It also depends on educational opportunities, accessible communication, rehabilitation services, and supportive social environments.

For people who are deaf or hard of hearing, these considerations are especially important in promoting equal participation in education, employment, and public life.

The new partnership creates opportunities for coordinated programs designed to address these interconnected needs.

By combining healthcare expertise with educational and social interventions, the initiative reflects an increasingly comprehensive approach to disability inclusion.

It also reinforces the principle that individuals with hearing disabilities should have access to services and opportunities that support their dignity, independence, and full participation in society.

Strengthening Rwanda–Morocco Relations

Beyond its immediate healthcare objectives, the initiative represents another milestone in the relationship between Rwanda and Morocco.

The two African nations have pursued cooperation across several areas of mutual interest, reflecting a broader commitment to strengthening partnerships within the continent.

Healthcare collaboration provides an important dimension to these relations, particularly as African countries seek sustainable approaches to improving specialized medical services and strengthening institutional expertise.

The cooperation between the Imbuto Foundation and the Lalla Asmaa Foundation demonstrates how partnerships between philanthropic institutions can complement national development priorities.

It also highlights the potential of African-led initiatives to address healthcare challenges through professional collaboration, knowledge exchange, and shared institutional experience.

The inauguration at Kanombe Military Hospital illustrates the practical value of such cooperation, translating diplomatic engagement into healthcare infrastructure intended to benefit communities.

Advancing Africa’s Healthcare and Social Development

Across Africa, expanding access to specialized healthcare remains an important development priority.

Hearing disorders present particular challenges where diagnostic equipment, trained specialists, rehabilitation services, and inclusive educational resources are limited.

Addressing these challenges requires sustained investment in healthcare infrastructure, professional training, early screening, and coordinated support systems.

The Rwanda–Morocco initiative offers an example of how international cooperation can contribute to these objectives.

Its emphasis on diagnosis, rehabilitation, education, and inclusion recognizes the importance of connecting medical treatment with broader social development.

The partnership also reflects Rwanda’s continuing efforts to strengthen healthcare delivery through collaboration with international partners and specialized institutions.

A New Opportunity for People With Hearing Impairments

The inauguration of the Auditory Diagnostic and Rehabilitation Center marks an important step toward expanding specialized hearing healthcare in Rwanda.

For individuals and families affected by hearing disorders, access to timely diagnosis and appropriate rehabilitation can make a meaningful difference in daily life.

The agreement between the Imbuto Foundation and the Lalla Asmaa Foundation provides an institutional foundation for continued cooperation in addressing these needs.

As Rwanda and Morocco deepen their partnership, the success of the initiative will depend on sustained implementation, professional collaboration, and the accessibility of services to those who need them most.

The October 26 inauguration stands as a significant expression of friendship between the two countries and their shared ambition to advance healthcare, human dignity, and social inclusion.

Through this cooperation, Rwanda and Morocco are demonstrating the potential of African partnerships to deliver practical improvements in specialized healthcare while promoting a more inclusive future for people with hearing disabilities.
