Paul Barril, a former high-ranking captain in the French Gendarmerie (and former co-commander of the elite GIGN Special Forces unit), was a highly controversial figure whose actions linked him directly to the perpetrators of the 1994 Genocide against the Tutsi.
The key facts regarding his connection to the genocide include:
- The Multi-Million-Dollar Arms Contract
Despite a strict United Nations arms embargo imposed on May 17, 1994, Barril signed a secret military assistance and arms contract on May 28, 1994, worth over $3 million. The deal was signed directly with Jean Kambanda, the Prime Minister of the extremist Rwandan interim government that was actively orchestrating the genocide. The contract was aimed at providing:
- Weapons and ammunition to the Rwandan Armed Forces (FAR).
- Military training and supervision, specifically training an elite unit (CRAP) at the Bigogwe military camp to launch counter-offensives.
- Operation “Insecticide” and Assassination Plots
Prior to and during the escalation of the genocide, Barril was deeply embedded with the Hutu extremist leadership. Under a covert enterprise code-named “Operation Insecticide”—a name heavily mirroring the dehumanizing “inyenzi” (cockroaches) slur used against the Tutsi—Barril was tasked with hiring French mercenaries and formulating operations to assassinate the commander of the Rwandan Patriotic Army (RPA), Major Paul Kagame, to disrupt the resistance forces.
- Investigation of the Presidential Plane Crash
Following the assassination of President Juvénal Habyarimana on April 6, 1994, Barril was privately hired by the president’s widow, Agathe Habyarimana. He traveled in and out of Kigali during the peak of the slaughter. In June 1994, Barril held a sensationalized press conference in Paris, claiming to have found the “black box” of the downed Falcon 50 presidential plane, an action widely viewed by critics as a diversionary tactic to redirect international scrutiny away from the ongoing genocide and toward the plane crash.
- Legal Indictment for Complicity in Genocide
In June 2013, several human rights groups—including the International Federation for Human Rights (FIDH), the Ligue des droits de l’homme (LDH), and Survie—filed a formal legal complaint against him. This led French prosecutors to open a judicial investigation, officially indicting Paul Barril for “complicity in genocide”. Civil parties argued that as an expert in geopolitics, he was fully aware that providing weapons and tactical support to the interim government directly fueled the systematic slaughter.
- Death Without Facing Trial
Paul Barril died on October 20, 2026, at the age of 80, after suffering from Parkinson’s disease. Because he passed away before the long-delayed French judicial investigation could culminate in a criminal trial, survivor groups and organizations like the Rwandan Community of France (CRF) expressed deep frustration that he dodged final legal accountability in a court of law.
Ultimately, Paul Barril’s involvement in Rwanda remains one of the most troubling chapters concerning external complicity in the 1994 Genocide against the Tutsi. By entering into multi-million-dollar weaponry agreements and providing tactical expertise to an extremist interim government in the midst of a systematic slaughter, his actions directly sustained the machinery of violence. Though his indictment for complicity in genocide marked a critical milestone for international human rights organizations and survivors seeking accountability, his death in October 2026 left his judicial process forever incomplete. For survivors, the absence of a final court verdict means that while the historical evidence of his actions is well-documented, formal legal closure was permanently cut short, leaving a legacy defined by unanswered accountability.
