KIGALI, October 2, 2026 — President Paul Kagame presided over the swearing-in of Senator Wellars Gasamagera and Member of Parliament Ben Niyonshuti at Urugwiro Village on Friday, calling on leaders to uphold ethical standards and act promptly on problems affecting citizens. The Presidency announced the ceremony through its official communications.
In remarks published by the Presidency, President Kagame placed public service at the centre of leadership. “Ultimately, all of these responsibilities are about serving our country and our people,” he said. He urged officials to treat the challenges facing communities as responsibilities requiring practical action.
President Kagame called for an immediate response to problems that institutions already have the capacity to resolve. More complex challenges, he said, require leaders to work together to develop solutions. His message linked the responsibilities of public office to the everyday concerns of citizens, stressing that avoidable difficulties should not remain an enduring burden on the population.
The President also highlighted the relationship between competence and integrity. “To fulfil responsibilities properly requires knowledge, good judgment, and the right conduct,” he said, according to the Presidency’s published statement. He explained that responsible leadership extends beyond compliance with legal requirements to the values and standards governing officials’ behaviour.
His remarks presented ethical conduct as an essential part of effective governance. Leaders, he said, must apply sound judgment and appropriate standards when addressing public concerns, particularly where action could prevent citizens from continuing to bear the consequences of unresolved problems.
The ceremony brought Gasamagera and Niyonshuti into their parliamentary roles while setting out a clear expectation of service. President Kagame’s address emphasised timely action, cooperation and principled leadership as foundations for meeting the needs of Rwanda’s people.
