The Rwanda Defence Force (RDF) and Uganda People’s Defence Forces (UPDF) held their 8th Proximity Commanders’ Meeting in Mbarara, Uganda, on August 27, 2026. The Rwandan delegation was led by Major General Ruki Karusisi, commander of the RDF 5th Infantry Division, while the Ugandan side was led by Major General Paul Muhanguzi, commander of the UPDF 2nd Infantry Division.
The meeting focused on security and cooperation along the Rwanda–Uganda common border. The regular engagement brings together commanders whose units operate along the border to assess the security situation, identify cross-border challenges and improve coordination between the two forces.
Major General Paul Muhanguzi emphasized the close relationship between the security of the two countries. He said that “peace in Rwanda contributes to peace in Uganda and vice versa,” stressing the importance of continued joint efforts to protect communities living along the border.
Major General Ruki Karusisi said the shared border should remain a place of “peace, lawful movement, trade, and cooperation” rather than insecurity or misunderstanding. He emphasized the need for commanders to maintain open communication and resolve emerging issues through dialogue and coordination.
The two delegations also participated in a joint tree-planting activity before the military discussions. They were joined by local leaders and community members in Kamwezi Sub-County, Rukiga District. The activity provided an opportunity for the military delegations to engage directly with communities living in the border area.
The latest meeting continues a series of regular security engagements between the RDF and UPDF. Previous meetings have addressed challenges affecting border communities and sought to strengthen cooperation, information sharing and coordinated responses to security problems.
Overall, the 8th Proximity Commanders’ Meeting signals continued military-to-military dialogue between Rwanda and Uganda. The commanders highlighted peace, lawful movement, trade, communication and cooperation with border communities as important elements for maintaining stability along the shared border.
