Rwandans living abroad are being encouraged to take advantage of streamlined identity registration services that make it easier to obtain or renew a National Identity Card, register in the National Population Registry (NPR), and access other government services from outside the country. Through the National Identification Agency (NIDA), Irembo.gov.rw, and Rwanda’s diplomatic missions worldwide, the government has established a system that allows diaspora members to complete much of the application process online before attending a scheduled biometric appointment at their nearest Rwandan embassy or consulate. The initiative is intended to help Rwandan citizens abroad maintain valid national identification while strengthening their connection to public services and national records.
Under the current procedures, every Rwandan residing abroad is expected to register with the Rwandan embassy or consulate serving the country in which they live. Citizens who travel to Rwanda without having previously registered at an embassy can complete their registration at the National Identification Agency (NIDA) Headquarters. This ensures they are entered into the National Population Registry and can continue accessing identification and other government services.
To establish Rwandan nationality during the registration process, applicants may present several official documents. These include a previous Rwandan national identity card belonging to the applicant or one of their parents, a certified copy of the 2007 registration book signed by the Sector Executive Secretary, a valid or expired Rwandan passport or laissez-passer, a family record book (Livret de Famille) issued by the country of residence identifying the holder as a Rwandan, a consular card issued by a Rwandan embassy, or a certificate of Rwandan nationality issued by the Directorate General of Immigration and Emigration.
Applicants must also provide documents confirming their identity. Acceptable records include national identity cards issued by Rwanda before 2008, birth certificates or identity attestations issued by Rwanda before 2008, birth certificates issued by the applicant’s country of birth, or other official documents capable of establishing identity. For children, a birth certificate together with supporting documentation demonstrating the child’s Rwandan nationality may also be used during the application process.
After the required documentation has been reviewed and approved, applicants complete biometric data capture at the nearest Rwandan embassy or consulate abroad. Those applying while in Rwanda may complete biometric enrollment at NIDA. Once biometrics have been captured, applicants who completed the process at NIDA can normally receive their National Identity Card within approximately three days, while those living abroad collect their completed ID cards from the embassy or consulate where they completed their biometric appointment.
The application fee for a National Identity Card is RWF 500, making the service affordable for eligible applicants. In addition, Irembo.gov.rw allows diaspora applicants who do not yet have a National Population Registry (NPR) number to begin the application process online before being referred to the appropriate embassy for document verification and biometric enrollment. Once approved, applicants receive their NPR and National ID number, enabling them to access a growing range of digital government services available through Rwanda’s e-government platform.
Rwandan embassies continue to play a central role in supporting citizens abroad by facilitating registration, biometric appointments, document verification, and National ID collection. Officials encourage members of the diaspora to keep their personal information up to date and ensure they possess valid identification, which simplifies access to consular assistance, civil registration, and numerous public services both in Rwanda and abroad.
